Allowed amount of calls per week by collector

You can find most the laws for each state on the state you live in Attorney Generals Office. I was looking for that same question and I am unsure if each state is different but Washington said only allowed to call 3 times a week. I am unclear if that means messages left on a machine also or direct contact. If anyone knows I would love to have that answer?
