Quick LVNV question

Got a letter today from LVNV (Capital Management Services) saying that I owe $217, but they'll settle for 1/3 of that. Nice of them.
Seems that they got this debt from a firm called CBCS, which contacted me earlier in the year, saying I owe about the same amount from a phone bill in 1997! Had never heard about this debt before. Anyway, I wrote CBCS asking for the original bill, and they wrote me back saying that they were stopping their collection efforts.
It seems like there is a 7-year limitation on these collections, but how can I have that enforced? Do I keep writing letters saying I need verification of a bill I know nothing about, and then they quit and someone else picks up the debt and starts the process over?

I wouldn't doubt that LVNV/Resurgent had this debt from the start. LVNV/Resurgent usually farms these debts out to other collection agencies to attempt collection on their behalf. That way if someone requests validation (which they usually don't have from what I've seen) they just recall it and farm it out to someone else.

If it's from 97 then it shouldn't come up on your credit report
If it's from 97 then it shouldn't come up on your credit report as the reporting period would have passed in 2004.
