I just received this email from CashNet USA about the Economic Stimulus Payment. My question is...How do they know what kind of refund I am getting? Can they take any of that money? I am kind of figuring they can't and it's just a scare tactic, but just wanted to double check!

more that you may be receiving from the US government. You can apply this refund toward
your overdue payment(s). Please contact our collections department to determine your
eligibility and set up payment arrangements that will prevent further collection activity
on your account.

Everyone that pays taxes will get a stimulus payment - They know you pay taxes because they have your paystub or proof of work.
They do this around tax season too to encourage people to pay with their refund.
It's not even a scare tactic. They just know you will be getting money and are encouraging you to pay your legal debt. Cash Net USA is a legal company, and can take steps to collect on the debt. They are in a different catagory then most internet payday lenders. They don't so scare tactics, what they say they can go through with.

Sounds like a scare tactic and I'm betting other people who are trying to get out of the PDL's will be getting the same type of communication.

It's not a scare tactic - It's just a normal collection letter. They are not saying they will take your stimulus payment, they are only saying that you should use it to pay your debt. They do they same thing around tax refund time. They know that most people will be getting some extra money and they are trying to encourage you to use it to pay off your loan. Please don't confuse this with a scare tactic. This is totally legal, and there is nothing wrong with them sending them out.
