I have verizon and when you go to your voicemail greeting menu it says to use a generic msg that will tell callers you are unavailable press 1 it also gives an option to use your name instead but for obvious reasons I chose my number only

Another thing you could do is to set call forwarding on your pho
Another thing you could do is to set call forwarding on your phone to send them to strange places.
Maybe forward your calls back to them, so when they call you they are really calling themselves. Or find a disconnected # and forward calls there, so when they dial your # it will say disconnected.
The only downside to that is while your calls are being forwarded, even people you might want to talk to will also get forwarded.
