I have excellent credit and I know nothing about this stuff.
If this cannot be deleted from his report, what other steps can he take to repair his credit quickly?
Check Statue of Limitations
I am no expert, and there will be others that will be able to address your issue, but one thing I would check on would be the statute of Limitations on debt collections in your state . If it is over 8 yrs. old, he may not have to pay on it

Check your home state and california's for things required to reset the sol of a debt. This debt is too old to go on a credit report and would be illegal to place there. I would contact a lawyer to sort out this mess if it is feasible.
