Wisconsin - I did research, but need help (PDL Trouble)

I've been reading on this site for months, trying to figure out how to get myself out of the hole I dug myself regarding payday loans. I've read the success stories and about closing bank accounts, but I'm terrified of doing that because I don't want to default on anything--I'm paranoid!
I guess I really don't know where to start the ball rolling in terms of cutting out the loan/re-loan cycle that I've been involved in for 3 years now. Can anyone help me get started? I can't find much info on Wisconsin, and what kind of communication I am allowed to send to the payday loan companies.
Here is what I have out for PDL's(I've actually used these companies for years, and keep paying off the loan and re-borrowing, because I don't have the $$ to pay my regular bills!):
500fastcash: Borrowed $400, Paid $120 so far
PaydayOne: Borrowed $500, Paid $87.50 so far
CashTransferCenters: Borrowed $700, will have $840 taken out of my bank on Friday. (this is the main reason I keep having to re-borrow from the others!) :(
CashCentral: Borrowed $400, Paid $400 in 4 rollovers; $500 is due to be taken out on 5/12. (**I faxed them a letter today advising that I will not be able to pay the entire amount, requested to revoke the ACH withdrawl, and wish to make payment arrangements--no response yet. Was this ok to do?)
I have three store front PDL's that I've been rolling over and over--I have been told by all three that they do not make settlement offers, so I'm not sure what I can do with that. Here is what I owe:
Check Into Cash: Borrowed $500; I pay $110 every two weeks then pay off at the 4th rollover--and reborrow the same day.
Check Advance: Borrowed $700; I pay $160 every two weeks just to roll it over--they let me rollover as much as I want(gee, how nice)
Check n Go: Borrowed $700; I pay $160 every two weeks then pay off at the 4th rollover, then borrow it over again the same day!
I really need assistance on how to end this cycle--I have NEVER defaulted on any of the loans since starting them up years ago, so you can see that I'm pretty good at "paycheck juggling" in order to make sure I have sufficient funds in my account.
I make good money--unfortunately, it all goes to this and I have nothing left to show--my credit cards are maxed right now because of this and I'm frustrated every payday. If anyone can help me straighten out my mess, it would be sincerely appreciated!

Well, it seems like everything is at a standstill with CashtransferCenters and 500fastcash--I have the complaints filed, and have sent them numerous faxes and e-mails with still no reply from them. Do I just wait it out? They have until next week to respond to the BBB complaint.

i to am a wisconsin resident and have found that many of the pdls that you are dealing with are illegal in wisconsin for one reason or another. the storefronts are the ones to worry about, they have legal rights to do something to you. i will be so glad when i am done with this

Update: CashTransferCenters responded to my BBB complaint with a letter stating that the person that deals with collections is out of the office for some time and they will hold off on collections until that person returns. I wonder how long that will take!
As for 500FastCash, since they had not responded to my BBB complaint in the time limit set, I guess the BBB closed my case. I'm wondering if I need to file another one. I e-mailed the individual handling the complaint so hopefully he will be able to give me some direction on that one.

Saxy, glad things are going well...all I can say is that I haven't heard back since the first of March from CTC...like I said in an earlier post, I got one call and one email and actually one mail. But since then, nothing and I am glad...but we'll see..one day I expect something will try to happen again...but hope not...I figure in your case, they really don't want to bother with you. Probably have other bigger issues to deal with....don't remember how much you borrowed and paid back...I borrowed so much over a year's time even though i paid it back in full each time, that they got well over enough dollars from me. but we'll see I guess.

As a resident of Wi, you have the option for a court ordered repayment plan. You can receive the same benefits as bankruptcy, but it is not a bankrupcy. Wi is the only state that allows this. Look under Chapter 128, State of Wisconsin. Under this law, all interest stops and the PDL's are required to adhere to the Court ordered repayment plan. There are several attorneys who handle this. There is no court dates, etc. Everything is submited by the lawyer and they will include their fee in the overal debt. You can choose to pay over 3 years. Look into Chapter 128. It is ideal for PDL's.

Upate on Cashtransfercenters: I received a letter in the mail from CashTransferCenters yesterday, stating that Northway Financial is licensed by the government of Malta as a financial institution, and the law of Malta, not the State of Wisconsin. I've been fighting with them back and forth--they owe me $460 in interest fees, and are demanding me to pay them $300 as a settlement. I already have cases through the BBB and Wisconsin DFI on them, so I guess I'll update those cases with their "offer" and see where it goes.

Ok, here is an update: I looked more into Chapter 128 and have decided to file for some of my creditors that I have fallen way behind on, due to my issues with the PDL's. It allows me to consolidate the debt and make one monthly payment to a trustee, who disburses the payments to my creditors. Hopefully that will be all set up soon, so the phone calls can stop. I've included an installment loan from QuickClickLoans, so they're calling me constantly.

That's what I hear, so I was a bit hesitant, but as soon as you file Chapter 128, they cannot do anything other than contest the amount that I owe--and since the total of the loan includes all of the interest that I would have to pay them for the 3 years I would have had it, there's no reason why they should contest it--they'll get all their money--I just wanted it covered under my state's law on how they should get it. :)

Did you file a complaint with your state AG regarding 500FastCash? That's the only way I got those jerks off my back was through my AG, and even with them, it took MONTHS. They are not fun to deal with. You can file again with the BBB, but it won't do anything for you. I filed a lot, but 500FastCash is kind of a hard one to deal with. They were even nasty with my state AG - and they are illegal as all hell! They amazed me!

Hi cannr...yep, I actually filed with Wisconsin(which is through the Department of Financial Institutions), and with Oklahoma. Oklahoma AG advised that since they are located on an indian reservation there is nothing they can do. And I'm at a standstill with my DFI person.
500fastcash hasn't been contacting me or harassing me in any way, and they aren't debiting(because my account was closed), so I guess I'm just wondering if I should sit on this for a bit, or if I need to make contact with them again to request my PIF and refund. I logged into my account on their site and it still says that I owe $520.

*I filed Chapter 128 consolidation plan and will have my paychecks garnished to pay off 3 credit cards, an installment loan through First Bank of Delaware, and QuickClickLoans--I spoke with my trustee, and she said that QuickClickLoans got right back to her with their agreement for the payback plan, which was good to hear.
*still no word with 500fastcash.com and Cashtransfercenters.com on my request for a PIF and refund. I'll continue waiting, I guess.
*I sent a money order for $300 to cover UnitedCashLoans on June 25 and they advised they have not received it. Tracking shows that it was not cashed yet, so I'm wondering if I should cancel that one right away or wait, since some mail could have been held up from the holiday. If I cancel that and send another, I'm very leery about sending the full amount again. I think I'll just send $50 and wait for them to receive and cash it before I send the rest. This was for a $390 payoff, and they agreed to accept $300.
