I have checked the lender database for Illinois, and Payday USA does not show up as having a license to lend into Illinois. However, you may want to check their website or any paperwork you have from them (if any) and see if they operate under any other name.
Since you have already paid $270 them in rollover fees, I would suggest paying them another $30 to repay the principal of the loan of $300 and call it done. Pay that, then send them a letter citing the payday lender law for Illinois, as shown above, and let them know that they are not licensed to lend into Illinois, and that you want your account marked paid in full.
Also, file a complaint with the Better Business Bureau (BBB) and your state regulator for payday loans:

Some people feel honor-bound to pay the principal plus the interest allowed by their state - that is a personal choice, and you may certainly do so if it makes you feel better - but I would suggest at least paying back the principal on the loan.
And don't let this company try to tell you that they only have to follow the laws of their own state - they have to follow the laws of the state they lend into - period.
Also, you may want to talk to your bank about how to stop this company from debiting your bank account. The illegal, unlicensed lenders will rarely stop debiting just because you ask them to. Sometimes you have to close your bank account and open another to get them to stop so you can get control of your money again.
