The Texas Civil Practice & Remedies Code provides a 4-year limitations period for types of debt. The SoL begins after the day the cause of action accrues, (Section 16.004 (a) (3)).

Can someone please explain what this means in lamans terms?


There are several states like PA, TX ,SC and NC , and sometimes FL. Basically means that even if they sue you they can`t make you pay. It still looks bad on your credit to have a judgment though. One positive way to look at your situation is that it gives you a lot of leverage to settle for even less than 40 % in many cases.

Collection agency calls me tonight to try to collect a debt from 13 years ago, when I lived in Texas. I know I paid this bill before I left Tx --- I feel scammed. Besides, after quick research, I've learned that Tx has 4 yr SoL. How can they still call to collect?

These junk debt collectors can call try and call to collect a debt but since it is way past the Statute of limitations they really have no way of making you pay. Just send them a debt validation letter to make them prove the debt which they won't be able to do and they should back off. If they don`t after that send them a cease and desist letter. Be sure to send these letters certified mail so they have to sign for them so if they continue to harass you after they received the letter you can sue them. Also be sure not to pay them a dime and don`t even make a promise to pay or you will restart the statute of limitations and then they would be able to legally sue you for the debt.
