I have been working with them on a payment arrangement, but they wont budge on a lower payment plan and sent me this yesterday.

Yes, they can do this. They are a legally operating company, and therefore can report to consumer reporting agencies.
SCAN is a check writing database that retailers run you through when you want to write a check. If you come up, they will not accept the check.
If you use your debit card, it will never even be an issue. It would only affect your ability to write checks to retail businesses.
