FDCPA Massachusetts

I know I can sue under the fdcpa.
I live in Massachusetts and can also sue under chapter 93A Section 2. (a) Unfair methods of competition and unfair or deceptive acts or practices in the conduct of any trade or commerce are hereby declared unlawful.
I can also sue under 209 CMR 18.00 and the FDCPA together right? that is the debt collection laws for my state.
Another question is that my state laws say they mirror the FDCPA, but I can't find anything saying how much the violations are. Does this mean that they are the same as the FDCPA or do I need to look harder?

My other question is, A debt collector has to file a lawsuit in the county you live in.
BUT if I file a lawsuit against a debt collector, can I file it in my local court or do I have to file it where they live?
I was told by the clerk that I could do it in either.
