Does a debt collector have to be registered with the S.C. Secretary of State's Office to collect in South Carolina? I am being sued by LVNV who undoubtedly purchased this debt before Sept. 12, 2006, when they were first registered in South Carolina?

It appears that a debt collector is required to obtain a SC business license only if it has a physical location within the state.

If LVNV did not attempt to collect (letters, phone calls, lawsuit) this debt on or before 9/12/06, then licensing would be irrelevant. Purchasing a bad debt does not equal collection activity.
