I live in Texas which is a non garnishment state, are CAs less likely to sue if this is the case?

I don`t believe Texas allows liens either. They can sue but its usually not cost effective because they really have no way of making you pay. That gives you a lot of leverage settling debts in that state.

I live in PA. PA doesn't allow garnishments, either. Only if you have a defaulted student, owe the IRS..that kind of thing.
