POA To a collection agency

Hello, I am with Oakview law group doing debt settlement. They sent a power of attorney to a collector named West Asset Managment. West Asset hasn't called in a long time but now they are calling.
I was told that a collection agency are not allowed to call the original creditor if they got a power of attorney from a lawyer.
Any help or advice. Anything I can do legally to them?
