LVNV passing my debt around

I have just received a letter from Weltman Weis. They are the third agency that LVNV has passed my BoA account to. I sent DV letters to the first two. It only took 2 weeks after the last letter went out until WW got the account.
The debt is a BoA account. It was a little over 5K when I defaulted in 06 and now they are up to 7400.
Right now I am getting back on my feet. I am making progress with my other creditors. This is my largest debt and I would eventually like to settle with them but I am in no position to do so now.
I have no assets - nada- or savings for them to take if they sue me and they cannot garnish my wages (I live in PA). I may be in a position later this year to come up with some settlement cash (2500 or so). How are they to deal with?
Any advice on when and how to approach them? They have yet to validate the debt. How long can I use this DV tactic? Should I be sending DV's directly to LVNV as well? Can LVNV sue me if I haven't received validation from any of the agencies or do I need to send one to them as well?

By all means, DV LVNV in addition to whatever shell company is currently working the account. I did this with an ancient account of my wife's that had gotten to LVNV / MRS / Resurgent. Nary a peep out of any of them in months.
So what's happening now?
I have the same problem received letter from LVNV never Validated, go another from Resurgent never Validated, got one from Weltman Weis, sent validation, but have not received response. So, now just waiting. I would like to settle with LVNV, but I have heard that if you do, the stamp the check or what ever type of payment you sent as not completely paid in full, sell it to another DC and the process starts all over again. This is the only reason I have not nego.
So, what is the status of your situation as of now?
