Actually, I think it would be best to ask them to cease and desist contact in a separate letter, so it doesn't get lost in the validation letter. That would be my route anyway. :)

If it has been more than 30 days and you want to force them to validate then you can send a DV letter to the collection agency and a dispute letter to the CRAs. This is a great tactic especially if the debt is past the SOL. If it is past the SOL I would send a full C&D letter also.
