Debt collector repeatedly calling my friend

I had some medical bills that went to collection. It was issued in Nevada. Now I've moved to Texas. The debt collector is constantly calling my friend at Nevada. Is this legal? Aren't they violating fdcpa acts?

First of all the collection agency is using unfair techniques to locate you. The federal laws allow contacting a third party only once.
Secondly, in order to collect the debt from you in Texas, the agency needs to be licensed in that state to ensure further collection efforts.
