"Desist and Refrain Order"

I noticed that 2 of my pdl's were under "Desist and Refrain Order" on the California Dept of corporations website. Paycheck Today and Cash Transfer Centers. What does this mean and how can I use it against them? I am getting ready to send out my letters (wage assignment revocation/cease and desist/etc.) to my pdl companies, I am wondering if I should add something about this "order" in the letters. Thanks.

A Desist and Refrain order means that they can no longer make any loans to California state residents. Pay back your loan principal (what you actually borrowed), then tell them to go away.
