can i consolidate my court bills to get my license back?


I doubt the court systems would do that especially if it is different jurisdictions. The easiest way to find out is ask the source though which would be the court clerks. You could borrow all the money from another source to pay off the four smaller amounts. For example if you owe $1000 to each of the court systems then you could borrow $4000 from a bank to pay off the court fees. Depending on your credit score you might get a good or a bad rate on the loan. Any rate is probably better than not having a drivers license though.
