I am married and have a home with my husband. He is refusing to ok for me to get a home equity loan to consolidate my debt.

It is generally not a good idea to take unsecured debts and pay them off with something that can cause you get problems.
Most people will pay off credit cards with a home loan and then run the cards up again and thus causing larger financial problem greater than before. With the current economic climate figure out some other way of paying off your debt.
