i am mother of 3. the father has never paid. he recieves pay under the table. how can they catch up with him?

You need to contact the nearest local office of your state's Department of Children and Families [or equivalent]. Lay out the situation for them, and they'll take it from there. In most states they're really good at ferreting out assets, cash income, and the like. In addition, he could be looking at some jail time, fines, etc., depending on the seriousness of the situation.
