How can I get my money back

In 2007 I loan a friend of mine $800.00. She and I went to my bank and transfered the money from my account to her account. Three days later she skipped out on me.
I have her full name, date of birth and social security number, but I do not know her whereabouts or employment status. I did report this to the local police dept and notified the bank to flag my account as well as the Credit Bureau.
I already checked with the county court. I'm told I have to have an address on her in order to file a suite against her. Can I notifiy the IRS? Can they garnish my monies? I only have proof that my money was transfered to her account. Yes, I did have her sign a promisary note, but she stole that as well.

This is a civil matter so the police will do nothing with it. Y
This is a civil matter so the police will do nothing with it. You could take her to small claims court...that is about your only option at this point. The IRS will not get involved.
Talk to people to try to track her down....friends, enemies (they give up lots of info!!)even try googling her. Where is her family from?
What state do you live in? Does she reside in the same state?
What state do you live in? Does she reside in the same state? There are many public data bases that you can pull info from. Tax offices, DOT, etc. Try Googling "Skip tracing" Also, many states allow for service by publication after all other methods of service have failed.
