should I make a counter offer on a settlement amount the last day of a collection agency's deadline date to settle?

Usually their offer expires that day, and they need to have the funds in hand by then for the offer to be valid. If you call that day, wanting to negotiate and then mail them the funds, they may not honor any settlement amount if they receive funds after the deadline. It just depends on the collection agency.

I don't think the timing really plays much into their negotiations. I think if you're trying to settle, you're better off calling them sooner rather than later.
