My husband just received a letter fom Palisades trying to collect an AT&T debt from 1991! Should he ignore it as it is obviously WAY past the SOL or ask for validation?

Not good advice above. Send them a debt validation letter regarding the SOL and validity. They can be difficult! A C and D does not apply to the mail!
