CA's dont by debts. Junk Debt Buyers buy debt. Normally an OC will assign a debt to a CA for collection. The CA will attempt collection for a while, then return it to the OC who may send it out to another CA. Ultimately, they will sell it off to a JDB who will then assign yet another CA to collect the debt. Rinse, repeat...rinse, repeat......

I never said that some companies didn't do both, but, a JDB generally will not, and in many instances legally are prohibited, act as a CA for the debts it has purchased. They will either purchase under one entity and collect under a different. Example would be LVNV the JDB and Resurgent Capital ( and a whole plethora of wholly owned subsidiaries) the CA. You will never recieve a collection call from LVNV.
