Settling with CA. Help

I got a collections letter yesterday. Total amount due 5600. They have had the account since April. Debt is valid.
CA offered settling for 60% but didn't want to put it writing. I know to get everything in writing so I declined and hung up.
What are the chances of settling for 40%?
How long do I have befoe it goes the way of garnishment?
After a settlment in writing do they reneg the deal?

They cannot garnish without first obtaining a judgement against you. Never agree to a settlement unless it is in writing, on their letterhead, and signed by the manager. Send them a DV letter to make them prove they own the debt and have the right to collect it.
