My dad died, left a large balance on a citibank account on which my mom was listed as an authorized user. I called Citi to let them know that my dad had died.

Collection calls begin within a week and a half, letters came from DCM services, and then my mom got a credit union update that shows citibank had reported the account as a collection account.

I'm about to send a cease & desist letter, and read the part about how they are not allowed to report anything negative to the credit agencies. But they already have.

Is citibank allowed to do this so soon?

Authorized User means no financial liability whatsoever. Dispute the account on her credit reports as "AU Only" and it should be deleted. Send a copy of the Death Certificate and a statement that there is no estate remaining after your fathers passing and any further attempts at collection or reporting will result in your mother filing suit for violations of the FCRA and fdcpa.
