I just tried to file a complaint with the DC BBB regarding an internet pdl company--the site linked me over to the BBB of the state where the company resides. Is that normal? Is there someone else I need to be contacting to help me resolve an issue? (I've contacted the DC AG's office and the Department of Insurance, Securities and Banking)

Yes, you are required to file your complaint with your state's Attorney General Office

You can find the completed form in the following link: -
http://occ.dc.gov/occ/frames.asp?doc=/occ/lib/occ/false_claims_web_link_info.pdf

You can file your BBB complaint to the following link: -
https://odr.bbb.org/odrweb/public/GetStarted.aspx

You can also file your complaint to Federal Trade Commission (FTC): -
