College student needs help

Hi, it has been a while since I posted here.
I had 2 credit card debts from Citibank.
My parents bailed me out on one of them by taking out a loan from their bank and used the money to pay off one of the cards. The loan itself is almost paid off already, but at least 1 of the cards is closed and accounted for
The other card.. my mother said to just ignore for 7 years until it drops off. The one we paid off was the larger debt, for your information. My first question is does the last activity on the account get renewed every time a debt gets passed onto a new collection agency?
It has been half a year since anyone called me about the 2nd card, but just yesterday a new group started calling and claimed I owed the card to a group called "Rasphody" which I never heard of. Should I send them a C&D letter? If so, does anyone have any good templates?
I called Citibank (the original creditor) directly today and spoke to 2 different agents. They both said both of my cards were closed and a balance of $0 each.
One last thing. How can I boost my credit score? Should I open up a new credit card, make a small purchase, then pay it off immediately to make the balance owed $0 again?
