A few times, they have mentioned me being in debt to Washington Mutual for a "very small amount", but they quickly hang up.
Once, I talked to a guy more in depth. I told him I have never done business with Washington Mutual (they only entered my geographic market two years ago). I asked them what the debt was for, and he responded "Since you may not be the debtor, we can't give you that information."
The other time I talked to somebody at length I have asked for the company they work for (Response: Can't tell you that), which company are you contracted to (WaMu), what is the debt for (small amount for which he cannot say), what is the account number in connection with the debt (can't say without your SSN). I don't give my SSN out, so he said "we're trying to collect a debt. Your non-compliance has been noted" and hung up.
When I googled the number I came up with Nationwide Credit in Georgia.
I'm between Scylla and Charybdis here. I don't have an account number so I can't send them a cease and desist letter. Aside from calling my cell 20x a week, there is no sign that they know my address, and I don't want to give them more information then they already have. What can I do?

That's what I get when I pull up "Nationwide Credit, Georgia." in Google. You might want to do some thicker researching.
Anyways, a good idea is to save every call, every number, every message, every anything related to them that they call. Just for the fdcpa sort of thing.
So, check it out, use the Google machine, and find out what you can. Anyways, you can get the whole $1,000.00 per infraction of the FDCPA as soon as you get that Cease&Desist letter out. I'm not 100% if that's their proper address, some digging on your end will find a satisfactory result.
What I did when NCO was calling me, I found their number and called them back, gave them my name to see if they had me on file. Sure enough. So, now I'm stuck with these lunatics at my heels. - -' I hope you have better luck than I'm having.

Cease and Desist
Do I have to have an account number (which I don't have, as this debt is a fantasy) or anything for the cease and desist letter? Or should I just say stop calling my number?

Well, what I did was I called NCO and Just gave them my name. Obviously they have that much information on you. I did was was said to be bad, but I talked to them on the phone until I got through to them, stating I had an account (Apparently) and sure enough they found it.
So, if you do want to find out, just call them (Again, they obviously have your phone number, so..) and say "Hi, I've been receiving several calls from you guys a day on my cell phone, so I'd like to find out if I have an account with you. Every time I get the phone call, it hangs up immediately so I don't know my account number. Can you check for me?" Then I just gave them my name, and I didn't tell them what the account could be under, and they told me it was for my Fido Solutions Phone Bill. So, I knew I had an account with them.
I'm new to this whole deal, but -- that's my suggestions. Since you have an address, you can just send the Cease&Desist letter and request the only contact you by mail. Then if they have anything sent to you, it's in paper notification and not over the phone. From there you can Demand Validation, etc.

According to law they cannot divulge any information if it is not the debtor they are talking to. They would have to verify it is you they are calling about. So that is one they they like to squeeze information out of you, by twisting the letter of the law.
What I do is I call them and keep firm control of the conversation. Simply do what was suggested above but when they try to 'verify' you, say something along the lines of, "I do not give out such personal information in this day of identity theft, however, my last four digits of my social are ####, that should confirm if this is in fact my account." And if they confirm, then you can get all the information about the debt. Also be sure to tell them your current address, and inform them they now have 5 days to sent you written notification about the debt or they will be in violation of collection laws. Once you get that letter, you can go from there with DV and such.
