I was called by a person speaking in a heavy indian accent saying he was officer Kevin Johnson and that I have committed 3 counts of fraud over a pay day loan. He called my references and also said he was officer Johnson and that they as well as me would be arrested, as they were accomplices. I called them back and they threatened to call my employer and have me arrested, that someone was waiting at the courthouse to file the paperwork to have this done unless I paid them right now. What are my rights and can they do this?

well seeing as he is more than likely in INDIA i would tell him to POUND SAND. i would have everyone he called say the same if he calls again.this is a SCAM!!!!!!!!!probably US NATIONAL BANK with a different name.file police reports and tell this moron that you are.try not to engage in any kind of conversation with him.chances are this scammer bought a bunch of pdl info and is trying to extort money.do not talk to this idiot and hang up when you hear the thick accent.all he can do is call and try to scam money.
