I have already done those things and told them that the only way I will communicate is through email. I have sent them the polly letter a few times, but I didn't request a refund and they will never respond to my emails.

After taking a loan with your company, I was made aware of my state's payday lending laws, which you are in violation. Going by my state payday lending laws I have overpaid by $450 and I am requesting a refund. If you do not comply I will be contacting the BBB, Federal Trade commission, and your Attorney General's Office again. I will also let them know that I have sent you a Cease and Desist letter, but you still continue to contact me a work.
And they responded with this:
