The number 800-392-4029 is either OSI or ART collection. The other number is based in Washington, and can only be dialed from that state.

There has also been reports of people having difficutlties with both companies. I would use caution when making an attempted call back.
UPDATE: It has been confirmed that this company is ART. Accounts Receivable Technology. From what I can tell, they do a lot of recovery on vehicles.
It appears they are a member of the BBB, but that doesn't always mean anything. You can also view their website @ arm1.com
