collection agencies

Actually I have a couple of questions. Several of my credit cards were sent to collection agencies. I did set up payment arrangements through in charge debt solutions. They will accept the payments but one of them called today wanting more. Right now I can't afford more that what I am paying now. Can I still call the original creditor and negotiate with them?
Also I am having a major problem with Capital one. A year ago I lost my card. Whoever handled that screwed up my name and social security number. It's screwing up my payment through in charge debt solutions. I have repeatedly called both capital one and in charge telling my name and social security number are right. I am so fed up. Any advice on what I could do?
