phone calls getting around the law?

I know the fdcpa says they cannot disclose a debt to a 3rd party but how does this affect the law? Can they get around it by what they are doing? How do they even know they have the right number?
For instance both my parents have pre-paid cell phones and other debt collectors use the same robot message, they ask for the people who had the number before my parents. So that right there just violated that other persons rights, am I correct?
I did call one of them last night and told them they have the wrong person and they said they would delete the number, David Taylor & associates. The oter ones calling the cell phone are Vital Recovery and Tate and Kirklin(sp?)

It irritates me for the exact same reason you bring up: Even though the message states "if you are not so-and-so hang up. By continuing to listen to this message, you acknowledge you are so-and-so."
How the heck is an answering machine supposed to hang up?
If they are not even sure they have the correct number, and feel they need to cover themselves with this disclaimer, then they don't need to be using auto-dial machines to call people. Like you, I have had messages left on my machine for other people, and have had messages like this regarding me left on my Mother's phone. There is no earthly reason someone's personal business needs to be broadcast like this through auto-dialers!
Until enough people either file complaints with the proper authorities, or sue the CA's, for broadcasting their business like this, the CA's will continue to use them.
