incomplete service

What do you do when you have the AT&T technician come out to install a phone jack in your room and they turn on the outside box so that your phone line is active but you don't have a phone hooked up in the room. There was never a phone set up in the room to connect a phone in. And I paid for a Yahoo DSL box . Bill was 232.00 I paid 87.00 but there was 145.00 to still pay. now it went to collections what do I do. I feel that the job was never completed why should I pay them their money when they did not do their part in improperly installing a phone line and jack in the room. they keep making excuses. But now this can hurt my credit even more. what are my rights. Do I have any?
