Hmmmmm, I wonder if returned receipt isn't possible out of the country? Not sure. Why don't you just email the letter, it's basically the same results and you will have a record.

There are a lot of statutes and court rules around the country that deal with things that are sent through the mail, i.e., whether a notification is considered "effective." Not every state treats e-mail the same way.

Very true, but I know in some email programs, such as lotus notes, you can put a return receipt on your email in the tools area, which will tell you what time the recipient actually opened the email. Very effective tool--so if there's a way you could do that, I would.
