Little Loan Shoppe Contract Wording....

Here is the verbage from the Little Loan Shoppe's contracts....Now I am confused, does this "Governing Law" clause cover them even if they are not licensed in my state??
I sent them a letter today along with AG & BBB Complaint copies??

Governing Law Any and all transactions between you and the Little Loan Shoppe or LLS, America, LLC, including but not limited to loans, will be deemed to have taken place in Salt Lake City, Utah and according to the laws of the State of Utah, United States of America, regardless of where you may be viewing or accessing this website. Pay Back Options You can either repay your loan in full at any time prior to your stated maturity date, or you can make twenty (20) installment payments over a period of forty (40) weeks on a bi-weekly basis. The amount of each unsecured short-term installment loan payment will equal $35.00 for every $100.00 borrowed. 5% of the total amount borrowed, or $5.00 for every $100.00 borrowed, will be applied out of each installment loan payment towards the original principle amount of your loan. I am going to stand strong that they are not licensed in my state.
