a single mom with three kids who was dumb enough to take out a pay day loan for 300 ( twice), i paid one back and not the other, now it's doubled and a half, i had a call from mr.hazel, if i don't pay in full (15 minutes ago) i will be charged for fraud and 4000 fees. he said it was 'too late' to make a payment arrangement, however, i have not worked in the past 7 months, now i just started working 2 weeks ago and can make payments, they will not do that, they say it's too late, i didn't have the means to pay it over the past 7 months, now i can, why won't they accept this?

Because they suck!!
Can you list who you had the loan through? And what company is trying to collect? What state do you live in?
They try these threats because most of us do not know what they are doing is illegal.
It is possible with a little work you will be able to take care of this and they will leave you alone. But DO NOT give then any current info about your new job. If anything contact you state about these threats that you are getting from them. Then when the company calls again let them know that your contact info has changed and give them the phone number for your states DFI number. Lets see them try and threaten the state about paying or it will be fraud or that you will be arrested lol.
