Should I try to settle on my own?

I have two credit cards. One is with BOA and I owe $5500 and the other is Juniper and I owe $8000. Right now both are 2 months behind because I basically live paycheck to paycheck and have no savings so when something like the holidays show up or extra cold winter or car repairs, I am short at the end of the month. I've been looking into debt settlement companies but it is so intimidating finding one since there are so many scams out there. I've been reading this forum and read the letters section of the site and was wondering if I should try to settle with them on my own. However I don't have a large sum of money to pay them off right now. Will I need that or will they take an settlement offer like that credit card settlement offer letter on the site...saying i'm trying to avoid bankruptcy so would they except a balance of 4000 (instead of 8000) if paid this month per month for 12-16 months?
