Subrogation, anyone hear of this?

I found this complaint that was submitted to the FTC. regarding the illegal actions of collection agencies. Says that CA's must have legal standing for colledting of a debt and that can ONLY be aquired through subrogation

Has anyone ever heard of this law?




Can you please quote the specific law in this regard ?
Is it a US Code or is it imposed by the Federal trade commission, etc .

FYI - EVERYBODY! I think I may have found the reason for the lack of enforcement of FTC (TITLE 15 U.S.C) rules regarding debt collection. They are not suppose to...

(Subchapter V is DEBT COLLECTION PRACTICES)
TITLE 15 usc chapt.41 subchapter V - section 1692l - Administrative enforcement d) Rules and regulations: says,

Neither the Commission nor any other agency referred to in
subsection (b) of this section may promulgate trade regulation
rules or other regulations with respect to the collection of debts by debt collectors as defined in this subchapter.

Also, FYI - Here's the legal definition for promulgate:

Promulgate: To officially announce, to publish, to make known to the public, to formally announce a statute or decision by a court. To put (a law) into effect by formal public announcement.

Basically, I think the laws, regulations and rules are out there, but can't be enforced unless WE FIND THEM and BRING THEM UP IN COURT.

I hope this information can helpful to some of you. I will (have to) search to find more... I will share when I find.
