...and THE OPERATOR wanted to know if I would accept a collect call !
And I am supposed to be dumb enough to beleive it's from the "DEPARTMENT OF CORRECTIONS"

It really could have been from the DOC. There are some prisoners
It really could have been from the DOC. There are some prisoners that make up numbers and call people collect.
I have had DOC call me in the past, and I just hung up. Some guys, and maybe girls, also try to make a connection with someone they can talk too, and possible get them to send money.
It also could be, as you say, some type of phishing thing too, at least you didn't take the call!!..
DOC by law have to state the call is from the DOC and those call
DOC by law have to state the call is from the DOC and those calls are usually collect. It could be as stated above, or someone had the wrong phone number. If you don't know anyone in prison, then I wouldn't sweat it and just do not accept the calls.
