The fdcpa only applies to CA's. You need to check your state's collection laws, if there are any, as many times they can be applied to the OC's as well as the CA.

Well, I think I've shared the story about the OC (a credit card company) that continued to call me at work even though I repeatedly told them to stop. When I was out of work for three months, on short term disability, they actually filled my voicmail completely up; the only messages were from them. When I called them to tell them, yet again, to stop I was told they didn't have to stop calling me at work since they were an OC.

Of course, if I had known at the time about Florida's Consumer Collections Practices Act, that does apply to the OC's, I could have sued them.
