Cease and desist

I sent them a DV 5 months ago and they have just responded with a couple of photocopies of statements (no signature on contract ....just statements) so I don't know if they have properly validated.
I would like to contact the JDB in the UK to sort this out,does anyone see the danger in me sending a cease and desist to the third party CA here in the States?

Are they contacting you overseas and was this debt created there or in the USA?

I don't think they can touch you if you are not in the country where the debt was created. The only thing that could be done is , forget the word I am looking for, but a stay could be placed on it until you return to the states. So if the SOL is 4 years in the state you live and you don't come back for 6 years, the SOL would start when you return.
I could be wrong on this, someone correct or concur.
