CA's Using or Changing Credit Report Info?

I am wondering because I have two different sets of credit reports (2003 and 2009) and the address and account number of OC are different between the two.
1) CA's can pull your credit report, and it is considered permis
1) CA's can pull your credit report, and it is considered permissible purpose under FCRA for "Collection" purposes.
2) Your credit report would not be prima facie evidence that you owe the debt. They would have to provide actual evidence of the indebtedness (ie signed credit application, charge slips, ets) if they were to sue you in court.
3) A CA cannot change the information being reported by the original creditor. Only the OC can change/update/delete their own tradelines.
It is possible that between 2003-2009, the OC changed their address, which could account for the address change. As far as the account # being changed, I'm not sure. You can always dispute those tradelines, or send a DV to the CA.

I just thought of this, regarding your account #'s being different ...
Prior to 2003, credit card issuers commonly reported the whole account # on your credit report. Thus if someone got ahold of your credit report, they would also know all your credit card #'s and could possibly use them fraudulently.
In 2003 FACTA required CC issuers to truncate the account number on your credit report (ie they can't report all 16 digits anymore).
So if you are looking at a 2003 vs 2009 credit report, that could account for the discrepancy - that the 2009 version is truncated.
Also, if you ever reported a credit card lost or stolen, then they would give you a new account #.
