Spoofed numbers

I'm wondering if there is anything to do when collection companies call and the number that shows up on the caller ID isn't a real number. By real I mean when you call the number back it doesn't even ring much less have someone actually answer or go to a message or whatever.
Is it illegal at all for them to have numbers that show up on caller ID that can't be called back?
In particular the ones that never leave a message and have a bogus phone number really bug me.
I'll answer and find out who they are if there is something I can do about the fake numbers on my caller ID.

I've read that some CA's have outgoing lines only that will not recieve calls. They will give you a callback number that is assigned to your account personally so they can track it when you call back. If they were spoofing it to read something like Police or Sherriff, then file complaints with the FTC and FCC as well as the AG's in your state and theirs.
