I live in California and was laid off from my job. I chose to retire, so the only income I have is a once a month retirement check. Mann Bracken law firm called and said that if I don't pay my American Express bill, they will put a lien on my house and garnishee any future wages. Can they do that?


Unfortunately they can if they go to court and get a judgement. They are a relentless bunch known for forcing people into arbitration. I would advise you to seek counsel unless you are comfortable with the court system on your own. Not advisable. Read this link to learn more about them.

I would make it clear that from now on they are to only contact you through the mail. If they continue to harrass you tell them you will sue them in return.

Now the answer to your question is that yes they can if they take you to court over the matter. Now im not sure if they can ganish a retirement check or not maybe someone else will have a better answer about that but are you planning on moving any time soon? All this means when they put a lein on your home is that you cannot sell it until they get thier cut first. Its really not a big deal unless you plan on moving soon.
Be sure the debt is valid and pay them when you can.
