who exactly can sue you - can a collection agency sue or is it only the original creditor, and how do i find out who owns the debt. thank you

A collection agency can sue you for collecting debt. But it can't threaten you with the same for collecting debt.
A collection agency per se cannot sue you....a collector is not
A collection agency per se cannot sue you....a collector is not an attorney and thus does not have the ability to sue. A collector cannot say "I will sue you" as it is A) not their decision to make and B)they have no legal power to do so. Saying this is an fdcpa violation.
In order to sue you, the OC or the owner of the debt must hire a law firm in your area.
