pay or settle

I have been in collection since, well lets just say a while now..
I attended college for 3 SEMESTERS. I got PELL GRANTS, which were not grants BUT LOANS...
Max grant was 2950.00 x 3 = $8500...
The $9000.00 which has been "OFFSET"in Federal & State tax-returns,
as well as payments made over the years, then work gets slow and I cannot make payments..
would total around $11,000
Should I contact the DOE in DC or the collection agencies which call to SETTLE said amout.
Also,
Do I put into the equation all the collected funds to off-set the debt as well as payments?
and how do I get them to lessen the penalties...
IE a $225 Perkins Loan is now $800, how do I get them down to just he principle?
I dont want a LOAN CONSOLIDATION, but a price to settle..
What would you do?
Your assistance is appreciated.

What other debts do you have? Income? There are many factors that go into determining what you do. PM me and I will see what options I can come up with.
