My toilet was leaking and my landlord was out of town so I called him and said I would get the parts and have my friend try to fix it. My friend had problems with the repair and I ended up having to call a plumber to make an emergency call. It took him all of 5 minutes to replace an angle stop and they billed me for $482 because the check my landlord wrote bounced. Does this type of debt qualify the same way that credit card loans and personal loans and the other unsecured debts mentioned in that category? How can I get the debt reduced or refuse responsiblity for it altogether?

The debt typically will not qualify for a debt management program unless it is greater than $500. I would contact your landlord and see if he/she will pay for it. Most leases place the landlord responsible for these types of repairs.
