Phillip and Cohen Letter

I received a letter from Phillips and Cohen regarding a Bank of America credit card. This is the first letter I have received from them. It contains my correct account number and balance, but it also has a clause at the bottom saying I can request validation by responding in 30 days. It basically says that they have been contracted to collect this debt, and would like to give me the opportunity to pay in full. It is about $3500, and I cannot pay in full.
Should I consider this letter validation? Should I send them a letter with a payment proposal?

Even if it looks to be correct, you always want to ask for valid
Even if it looks to be correct, you always want to ask for validation. For one, it is your right, and for a second, there are too many crooked CA's out there for you to take their word that you owe this money to THEM. You know you owe Bank of America, but what proof have you that you owe THEM (the CA) besides a letter saying you do?
